Evropská komise v aktualizované verzi Finančního průvodce (Guide to Financial Issues) z 30. června 2010 (viz zde) nově upravuje pro projekty RegPot ustanovení týkající se využívání dlouhodobého majetku v těchto projektech (investic).
Doposud neexistoval pro projekty RegPot odlišný výklad této problematiky a byly aplikovány jednotná pravidla platná v rámci FP7. Nyní Evropská komise přistupuje ke změně vůči RegPot projektům, kdy bude možné bez ohledu na účetní praxi účastníka (jednoduché nebo podvojné účetnictví) vykazovat na projekt RegPot celou částku investice.

„A particular regime applies to all projects financed under the Programme "Research Potential", which is part of the FP7 Specific Programme "Capacities".

The acquisition of research equipment is one of the core activities of the Research Potential Programme. Consequently, the EU will bear up to the total cost of the research equipment (except VAT), regardless of the depreciation used by the beneficiary. In this specific context, the beneficiary could therefore charge up to the full price of equipment identified in Annex I.

In any event the equipment cannot be charged to any other EU project. This exception, having been established from the outset in the Specific Programme "Capacities", shall apply to all projects of the Research Potential Programme financed as of the beginning of FP7. An explicit reference to this specificity shall be introduced in all future Work Programmes of the "Capacities" Programme as of 2011.“
